<p>PURPOSE:To improve the coding efficiency by receiving an output of an adder to a memory, forming an inter-frame coding loop, and sending a subsample with a different phase of an output of a means quantizing an output of orthogonal transformation in terms of other packet. CONSTITUTION:An inverse picture element rearrangement circuit 108 divides an output of an inverse orthogonal transformation circuit 107 into macro blocks of 16 picture elements and 16 lines to restore the rearrangement caused in a picture element rearrangement circuit 103. Picture elements x, y in a frame are selected as picture element sets at the left lower/upper part or right upper/ lower part of a macro block depending on the combination whether the picture elements are an even number or an odd number. Let an output of the circuit 108 in the picture element location x, y be q(x, y), then an adder 109 adds a content m(x, y) of a frame memory 101 and the output q(x, y) of the circuit 108 according to equation I. As a result, a local decode signal is revised to apply inter-frame difference orthogonal coding. A buffer 110 combines a quantizing number from four blocks with a different phase as a different cell respectively to add a sequential number and outputs the result.</p> |
