MOVEMENT COMPENSATION INTER-FRAME ENCODER

PURPOSE:To apply coding processing of an input picture signal and to detect a moving vector separately by providing a 2nd frame storing input picture information of one preceding frame and outputting the picture information of one preceding frame from the 2nd frame memory. CONSTITUTION:A moving vector detection section 2 compares an existing frame input picture signal 102 and an input picture signal of one preceding frame obtained from an input frame memory 10 to detect and output a moving vector 103. Then the input frame memory 10 stores the input picture signal 102 of the existing frame for encoding the succeeding frame. When the moving vector 103 is given to an in-loop memory 9 storing a local decoding signal 108 of one preceding frame, the local decoding signal corresponding to the displacement of the moving vector 103 is outputted as a prediction signal 104.
