PURPOSE:To suppress and eliminate an edge business effectively by validating a feedback means at a portion discriminated to be in standstill by a movement detection means in an encoder of a digital transmission system of a picture signal such as a television signal. CONSTITUTION:A gate circuit 62 outputs zero for a picture element discriminated to be the presence of movement according to the result (m) of detection of a movement detection circuit 60 and outputs an output of a frame memory 56 as it is for a picture element discriminated to be the presence of a standstill picture. An output fi(n) of the gate circuit 62 is fed to a subtractor 34 as a correction value. Only when quantization error of a prescribed level or over exists in the standstill part, a prediction error ei(n) is corrected by the correction reflecting the quantization error of a corresponding picture element in the preceding frame only when a prescribed level or over of the quantization error exists. Thus, same encoded codes are selected between patterns with a high probability for a portion in which edge business is a problem. |
