PURPOSE:To suppress and eliminate an edge business effectively by using a movement detection means to validate a feedback means at a portion discriminated to be in standstill and fixing the feedback quantity at the standstill part between frames in an order of a digital transmission system of a picture signal such as a television signal. CONSTITUTION:A switch 58 connects to a contact (b) when the result of detection of a movement detection circuit 62 represents 'movement' and connects to a contact (a) when the result represents 'standstill' conversely. Thus, the value of the preceding frame is written in a frame memory 56 in the picture standstill part and a correction value alphagi(n) of the existing frame from a gate circuit 52 is written in the frame memory 56 in the picture moving part. Thus, an input sampling value xi(n) is corrected by a correction quantity reflecting the quantized error of a corresponding picture element of the preceding frame in the standstill portion when the quantization error of a prescribed level or over exists. As a result, the fluctuation between frames in a picture portion with a large quantization error in which edge business is a problem is nearly completely suppressed. |
