The invention concerns a flow and quantity meter for liquid substances which comprises a duct 1 which is circular in cross-section which forms a ring which has an inlet 2 and an outlet 3 for liquid substances. The duct 1 contains four balls 4 which are held between ribs 6 by means of a magnetic field. The magnetic field is created by a magnet 5 placed eccentrically in relation to the ring formed by the duct 1 and controlled by pairs of ribs 6 attached to the magnet. The ribs 6 form parallel planes with the plane formed by the closed duct 1, with one above the duct 1 and one below the duct. When the balls 4 are subjected to forces, the system comprising the magnet 5, the pairs of ribs 6 and the balls 4 always rotates clockwise in the direction of the arrow 7, due to the fact that the lever 6' is longer than the lever 6. By arranging an apparatus which calculates the speed of rotation of the balls 4, the flow speed of the liquid substance is obtained. <IMAGE>
