PURPOSE:To do mounting/removal of a hub cap easily and securely by arranging the constitution such that the sealing function between a nonrotating member and an axle member in the hub cap and the fixing function to an outside member are divided. CONSTITUTION:An axle member 4, which rotates in a body with a wheel, is supported freely in rotation through a bearing 3 by a nonrotating member 1. Moreover, between the axle member 4 and the nonrotating member 1, a hub cap 10 is mounted to the member positioned outside the bearing 3, that is, the nonrotating member 1, and it is sealed between the axle member 4 and the nonrotating member 1. In the above constitution, for the hub cap 10, an elastic seal member 12 in close contact with the outside member 1 is bonded to the periphery of a cap body 11, and also the cap body 11 is fixed to the outside member 1 by a fixing member 13. Hereby, the sealing function of the hub cap and the fixing function are divided, and the mounting and removal are simplified and secured.
