PURPOSE:To allow a packet switchboard at non-charging terminal equipment to eliminate the need for storage of information of all charging terminal equipments by receiving a charge traffic unit from a packet switchboard accommodated in an opposite terminal equipment by a charge object terminal equipment accommodated packet exchange at a time of revising charging period. CONSTITUTION:A charging traffic unit notice request packet REQ 16 is sent from a charging terminal equipment accommodated packet switchboard 1a to a non-charging terminal equipment accommodating packet switchboard 1b at the time of revising charging period, the packet switchboard 1b sets a charging traffic unit 4b to a charging traffic unit packet CHG 17 and sends the resulting packet to the charging terminal equipment accommodated packet switchboard 1a. The packet switchboard 1a sums up the charging traffic unit of the non-charging terminal equipment 2b and the charging traffic unit 4a of the charging terminal equipment 2a, decides whether or not the time is within a discount time zone and the discount charge or the usual charge are added and the result is stored in an accumulation charge storage area 5. Thus, it is not required to provide information relating to a time difference between the terminal equipment accommodated in its own packet switchboard and a terminal equipment accommodated in other packet switchboard to the storage area of the packet switchboard.
