<p>PURPOSE: To deal with a large number image defects by providing a rate control circuit with which an output signal from an encoder circuit is received at a variable rate, a rate control signal is supplied to a normalizing circuit and an encoded signal is supplied to the output part of an encoder at a fixed rate. CONSTITUTION: The output signal of a quantizing circuit 50 is supplied to an encoder circuit 60. This encoder circuit is provided with the table of values encoded according to Huffman codes and executes the encoding (variable length encoding) of coefficient values or run length encoding. The output part of this encoder circuit 60 is connected to the input part of a rate control circuit 70. This rate control circuit receives the value encoded according to the variable rate and reconstitutes the received encoded value according to the fixed rate at a 1st output part 71. This main output part 71 constitutes the output part of the encoder. A rate control signal q<-1> , namely, a quality factor exists at a 2nd output part 72 of the rate control circuit 70. This 2nd output part 72 constitutes a feedback loop for effectively performing rate control while connecting the rate control circuit 70 to a normalizing circuit 30.</p> |
