The invention relates to a device consisting of three elements, which when assembled form a flat and rigid box. It is composed of a box 1, of which one side is closed, with a wide neck on its upper face, inside which is slid a lid 2 provided with a hole 3 and folded twice to form two surfaces 4 and 5. A folded bag 6 is placed in this lid. Two tongues 7 are adhesively bonded onto the face 4 of the lid 2 and hold the flanks 8 of the box. The tongues 7 are torn by pulling on the lid 2. The box 6 is used as a "pan" whilst the lid 2 is used as a "brush" for collecting the waste, which are then placed in the bag 8 after it has been folded out. <IMAGE>
