This invention provides a stably transformed eucaryotic cell comprising a pol III promoter and a foreign transcribable DNA, the foreign transcribable DNA being under the control of the pol III promoter. This invention also provides retroviral vector which comprises a chimeric t-RNA introduced into the 3' long terminal repeat (LTR) of the retroviral vector.
