PURPOSE:To prevent theft without fail by inputting driving permission information to a borrower and storing it in a storage means under permission of a car owner, and enabling the driving of a vehicle by the borrower himself only when the driving permission information stored and that inputted by the borrower are accorded with each other. CONSTITUTION:A control part 11 of a driver locking device 10 reads information on an electronic license 20 inserted into a reading part 12, and it discriminates whether it is of an owner or not. In brief, a code number inputted out of a keyboard part 13 is collated with another code number being delivered to a control part 21 of the electronic license 20 and stored in a storage part 23. When both are accorded with each other, a command indicating the lending of a vehicle is inputted out of the keyboard 13, and driving permission information on a license number of a borrower and the code number or the like of the electronic license is stored in a storage part 14. In this state, when an electronic license of the borrower is inserted into the reading part 12, it generates a signal permitting the driving when the code number and license information of the borrower are accorded with each other likewise afterward. |
