The device consists of at least three radial arms (2, 3, 4), of which at least one is designed as the rucking arm (2). All the arms (2, 3, 4) are with their inner ends fixed to the middle tube shaft (5). To the outer end of the rucking arm (2), a drive mechanism (14) is linked, whose output gear (15) actuates the link chain (12), encircling the circumferential rail (11). On the rail, a pair of floating revolving pulleys (9, 10), are running, the pulleys (9, 10) are positioned on the ends of the remaining arms (3, 4). Against the spigot shaft (5) via the bearing (26) through a discharge end supply tubing (22) is leant displaceably and revolvingly. The tubing for the ray water forms a support frame for the service gangway (23) and electric power supply (35, 36) to the drive mechanism.<IMAGE>
