CONSTITUTION:The L continuous frames of an inputted digital image signal system 101 are accumulated in the first frame memory 1 transiently. At the first frame memory 1, a block consisting of spatially continuous K picture elements on each picture is segmented so as to be positioned equally in spatial manner from the image signal system 101 of accumulated L frames. Thereby, KxL picture elements can be made into blocks. Thus, a signal system 102 made into blocks can be obtained, Next, the vector quantization of the signal system 102 is performed at a vector quantization encoder 2, then, a vector quantized index 103 is outputted.</p> |
