A process for forming a low smoke, low flame spread composition comprising mixing polybenzimidazole fiber; an inorganic powder filler; and a non-fluorinated phosphazene polymer of the formula <IMAGE> where x is an integer from about 20 to about 50,000, Q and Q' are the same or different and are C1 to C6 linear or branched alkoxy or substituted or unsubstituted aryloxy and Q'' is a group having olefinic unsaturation; and a fluorinate phosphazene polymer of the formula <IMAGE> where y is an integer from about 20 to about 50,000 Qf and Q'f are the same or different and are -OCH2(CF2)nCF3 or -OCH2(CF2)nCF2H where n is the integer 1 to 20 and Q''' is a group having olefinic unsaturation.
