PURPOSE:To always receive the service less communication cost by providing a means selecting automatically the service with low communication cost and applying communication based on a data quantity of a data to be sent. CONSTITUTION:In the case of sending a data, a central control section 11 stores a transmission data once into a picture memory 14 to measure the data quantity thereby calculating the communication time and a packet number of the like. A program calculating a communication cost to a data depending on the communication of each service given in advance and controlling the system to use the service with the least communication cost is stored in advance into the control section 11. A CPU 111 included in the control section 11 executes the said control program to control the operation of a communication section 15 or the like based on the operation input information for the transmission by the operator from a key entry section 17, the data quantity stored once in the memory 14 and the communication cost data as the reference data stored in advance in a ROM 112 or the like.
