PURPOSE:To fix the quantity of encoded picture data by providing an encoded output control means and limiting the quantity of output data from an encoding means so that this quantity of output data is within the range of the quantity of encoded data distributed at every block. CONSTITUTION:A block activity calculating part 20 calculates the activity of each block and outputs it to an overall activity calculating part 26 and a bit distribution calculating part 40. The overall activity calculating part 26 adds the activities of respective blocks to calculate the total value of activities. This total value is outputted to a normalization coefficient setting part 22 and the bit distribution calculating part 40. The normalization coefficient setting part 22 sets the coefficient of normalization in accordance with the total value of activities inputted from the calculating part 26. A normalizing part 16 uses the coefficient of normalization sent from the normalization coefficient setting part 22 to perform normalization. Consequently, the picture signal is compressed and encoded in accordance with the frequency components of the picture to fix the quantity of encoded data.
