PURPOSE: To reduce the effect of pressure fluctuation which acts in a draft tube, by providing a closed surge restraining chamber so as to surround the draft tube of a hydraulic reaction turbine, and injecting air in the chamber to the low-pressure center of an eddy current of the draft tube. CONSTITUTION: A hydraulic turbine system is provided with a base part 11, a high level water source 12, and a discharge water storage body 13. An inlet structural body 16 is provided in the position of the high level water source 12 of the base part 11, and a shutoff valve 20 is provided on the other end of an inclined water channel 18 connected to an opening 17. The water channel 18 extends to a hydraulic reaction turbine 21 and is communicated with a draft tube 22. In this case, a draft tube pressure fluctuation reducing means 28 including a surge restraining chamber 29 so provided as to surround the draft tube 22 adjacent to the turbine 21 is provided. When air pressure is supplied from an air source 20, water 41 on the bottom is pressed, and air can be injected from holes 35... to the low-pressure center of an eddy current of the draft tube 22.
