The device consists of a combination of many optical fibres (1) and at least one source of light (10). Many optical fibres (1) are intermingled together along the lengthwise direction and are so fabricated that light leaks at intermediate portions of the optical fibres (1) in the lengthwise direction thereby to form a surface light-leakage ornamental portion (7). A light-scattering layer (14) is provided on one side (7a) to increase the light-leakage brightness.
