<p>PURPOSE:To eliminate flicker of the still part of a picture caused by particle noise, etc., by dividing blocked data into a moving image area and a still picture area, encoding only the moving image area, and obtaining the detecting signal of the still picture area. CONSTITUTION:In the data made into blocks by a blocking circuit 3, moving image blocks 20 to 22 are discriminated from still picture blocks 23 and 24 by a discriminating circuit 16, and the detecting signal indicating the position of the still picture blocks is outputted. In the initial stage of picture feeding, the discriminating circuit 16 transmits the all blocks to an encoding part 4 by regarding them as the moving image areas, in the meanwhile, it discriminates whether the respective blocks are decided to be the moving image blocks or the still picture blocks. Further only the blocks discriminated to be the still picture blocks are written on a still picture frame memory 19 based on the said detecting signal.</p> |
