PURPOSE:To prevent the overshoot of a car speed surely, by utilizing the average value of an output duty at a certain time after the target car speed is set up for controlling a speed change, and limiting the possible average value within a certain range on the basis of the initial value of a set duty. CONSTITUTION:The entitled device calculates a deflection DELTAV between a traveling car speed which is obtained from the output of a car speed sensor and a target car speed from a memory which stores the traveling car speed when a set switch is put on as the target car speed, in a microcomputer. And a control valve in an actuator for adjusting the opening of a throttle is controlled by calculating an output duty D from a gain G, a set duty SD and the DELTAV. In this case, the value SDF of the average value of the output duty D at a certain time after the target car speed is set up is utilized for controlling a speed change, and the possible value of the SDF is limited within a certain range on the basis of the initial value SD0 of the set duty which is set up corresponding to a car speed.
