PURPOSE:To attain the shift of the software like the hardware by using a means which resets the lock information on a security information controller and a means which sets the lock information stored in a medium for security information. CONSTITUTION:A lock information analyzing means 5 performs the comparison of character strings between an inputted software name and a software name stored in a medium means 4. Then the coincidence of this comparison is confirmed together with a fact that the lock information II stored in the mans 4 is reset (bit-off state). At the same time, the bit position of the lock information I on the subject software is obtained in a storage means 3 and the corresponding lock state is read in the means 3 for confirmation of a fact that the information I is set. Then the requests are given to a lock information-I resetting means 6 and a lock information-II setting means 7. The means 6 reset (bit-off state) the subject information I in the means 3, and the means 7 sets (bit-on state) the information II in the means 4. Thus the software can be moved like the hardware.
