PURPOSE:To call an operator's attention from an optical character reader when a moving speed of a scanner is too high, by deriving a relative speed of the scanner and a form, and generating an attention signal to the operator when the relative speed exceeds a prescribed value. CONSTITUTION:An image of a form 3 is inputted by an image sensor 6, and a binary signal is obtained by a control-binarization circuit 7. Based on the binarization signal, a recognition processing is executed by an each character recognizing means 51, and a result of recognition of a line in a visual field is obtained, and outputted. On the other hand, by a speed detecting part 52, a speed at the time of moving a scanner on the form 3 is derived. Subsequently, whether its speed exceeds a prescribed value or not is decided by a speed excess deciding part 53, and when the speed exceeds said value, an attention is called by an attention signal generating part 54.
