PURPOSE:To select a compression characteristic with less deterioration in the picture quality while observing the screen by storing a compression characteristic obtained in advance from which an optimum picture quality is obtained with respect to various picture data and selecting the stored compression characteristic. CONSTITUTION:A proper compression characteristic is given from compression characteristic storage means 71-7n based on the setting state of a selection means 8 to a compression means 2 and an expansion means 3 and the picture data compressed and expanded based on the compression characteristic is stored in an optional address of a storage means 4. A storage address control means 10 stores the picture data from the means 3 to the entire address of the means 4 and stores the data to an address are being 1/n of that of the means 4. When the picture data from the means 3 is stored in the entire addresses of the means 4, the picture based on the selected compression characteristic is displayed the entire screen of the display means C. In this case, the picture quality of the picture displayed on the means C is evaluated subjectively and the optimum compression characteristic is selected.
