<p>PURPOSE:To prevent the degradation of picture quality by decoding the block of a color signal corresponding to the block of a luminance signal to be effective or ineffective and processing the block of the chrominance signal according to the result, for which the block of a luminance signal is decided to be effective or ineffective, in an effective/ineffective block decision circuit. CONSTITUTION:An effective/ineffective block decision circuit 2 executes the accumulation, etc., of an inter-frame differential signal for the unit of the block and decides whether the block is effective or ineffective. When the block is decided to be ineffective, the differential signal in the block is forcibly made zero. In the case, when the block of the luminance signal is decided to be ineffective, the block of the chrominance signal corresponding to the block is also decided to be ineffective and processed. Accordingly, since the luminance signal and chrominance signal form a pair and are transmitted as an inter-frame encoding signal, only one of the luminance signal and chrominance signal is not transmitted. Thus, the degradation of the picture quality can be prevented.</p> |
