PURPOSE: To efficiently obtain a fail-safe state by making the hamming distance between a first code word indicating the arithmetic operation for giving the highest spatial resolution and a second code word which indicates the arithmetic operation for giving the highest temporal resolution. CONSTITUTION: A selection control circuit 31 simultaneously receives an original picture plot through a connecting line 34, a speed vector through a connecting line 21, and plots which are respectively supplied from three channels through the inputs S1 , S2 , and S3 of the circuit 31. The circuit 31 performs decoding on each division of 16×16 picture elements for simulating the decoding performed at the time of reception based on the three channels and, particularly, when the channels are '40ms' channels, with the assistance of motion vectors and compares decoded pictures with an original picture 34 based on the three channels. Therefore, the channel having the decoded picture which is closest to the original picture 34 is selected and specific selection is performed among three modes at every division. |
