PURPOSE: To obtain superior physical characteristics by forming a water soluble composition from water and a water compatible liquid selected from a group consisting of a high molecular electrolyte, a monovalent alcohol and dimethyl sulphoxide before precipitation of polyvinyl alcohol. CONSTITUTION: A high molecular electrolyte is present as a finely divided dispersible phase in a continuous phase containing a monovalent alcohol with 1-4 carbon atoms in a sufficient amount for solubilizing volatile liquid without precipitating 1-20% of hydrogel and polyvinyl alcohol based on a total weight of hydrogel. And, a dispenser is dipped in the water soluble mixture containing volatile liquid to blend at least one part of volatile liquid in the dispenser and prepare the dispenser. Then, an outer surface is covered to maintain an initial finger touch of dry state. Thus, superior physical characteristics can be obtained. |
