The invention relates to a composition with a low water content for treating hair between the reductive and the oxidative stage of permanent waving of hair, which is free of oxidising and reducing agents and contains a mixture of alpha -ammonium- epsilon -caprolactam lactate and lactic acid, where the molar ratio of alpha -ammonium- epsilon -caprolactam lactate to lactic acid is 1:0.10 to 1:0.66. The invention likewise relates to a method for the permanent waving of hair using this composition.
