PROBLEM TO BE SOLVED: To permit a time fill number to be variable by means of a large dynamic range and to improve reliability and a through-put by optionally providing a flag number between transmission frames and also setting a cardinal number and a multiplier for expressing the flag number. SOLUTION: A transmitter 1, a time fill control register 2 and a transmission FIFO 3 constitute a flag number setting means where the flag number between the transmission frames is optionally set. The time fill control register 2 operates data of a time fill cardinal number register 10 and a time fill multiplier register 11 by an arithmetic equiupment 9 and outputs time fill control data TFD. The time fill control circuit 5 of the transmitter 1 subtrates the control data TFD by a subtractor 6 so as to generate a selecting signal SEL, a selector 7 selects data from the transmission FIFO 3 or a time fill pattern register 8 by the selecting signal SEL and a shift register 4 serially converts parallel data selected by the selector 7 so as to transmit it from a transmission terminal.
