PURPOSE:To make ease of car speed control at very low speed as well as to avoid any follow-up travel at a dangerous high speed by installing an intake control valve, increasing or decreasing an intake air quantity of an intake passage bypassing a throttle valve and a control means for controlling this intake control valve, respectively. CONSTITUTION:An idling speed controlling intake passage 7 is installed as bypassing a throttle valve 3. An intake control valve 8 controls an intake air quantity flowing in this intake passage 7. When an indication of follow-up travel is received, a computer 17 controls the intake control valve 8 of the intake passage 7 bypassing the throttle valve 3 so as to cause a car-to-car distance with a preceding car to become the specified value. Thus, car speed control at very low speed comes easy and any follow-up travel at a dangerous high speed can be avoided.
