The steel comprises (in wt.) 0.03-0.23% C, 0.1-0.5% Si, 0.5-2.0% Mn, 0.001-0.07% Nb, 0.001-0.5% Ni, 0.001-0.05% Ti, 0.0010.1% Al, 0.001- 0.5% Cu, up to 0.02% P, up to 0.015% S and balance Fe. In the rolling process the surface of steel is rapid-cooled to 800-500 deg.C for 10- 100 sec just before passing through rolls.
