CONSTITUTION:A model rotating speed corresponding to a rotating speed of a motor 4 system when a disturbance torque is set to zero is calculated to be predicted based on the actual torque value, actual rotating speed value and machine time constant identification value at a sampling point of previous time as well as the actual torque value at a sampling point this time, and machine time constant of a machine model 9 this time is so identified by model identifying means 10 that a deviation between the predicted model rotating speed and the actual rotating speed of the sampling point this time becomes zero. The machine time constant at an arbitrary point is identified to easily automatically set a proportional constant of a speed regulator 7. Thus, the value of an inertial moment can be momentarily obtained even during operating.
