PURPOSE: To obtain a controlling agent of a protozoan in an insect by using 1,2,4-triazinediones and salts thereof with bases. CONSTITUTION: This controlling agent comprises a substituted compound of formula I (R<1> is an aromatic group or a heteroaromatic group bonded by C; X is O, S, SO, etc.; R<2> is H, a halogen, nitro, an alkyl, an alkoxy, etc.; R<3> is H, an alkyl, an alkenyl, an alkynyl or an aralkyl) to control a protozoan in a insect. The compound of formula I is obtained by reacting a compound of formula II with a compound of the formula R<1> -A (A is a halogen, an O-SO2 - alkyl, etc.) and exemplified by 2-chloro-α-(4-chlorophenyl)-4-(4,5-dihydro-3,5- dioxo-1,2,4-triazin-2(3H)-yl)-phenylacetonitrile.
