PURPOSE: To enable the production of a nuclear fuel compact with a preferable heat pass to an improved nuclear fuel particle and a nuclear fuel by providing a fission-product holding thin coating which withstands high pressure received while a nuclear fuel compact is being produced. CONSTITUTION: A nuclear fuel particle is formed of the core of about ellipsoidal fissionables or a fertile material, and this core is surrounded by a multilayer fission-product holding array which are designed to retard the scattering of fission products. The fission-product holding array is coated with the thin layer of elementary matter, which has the property that the matter is dampened by a preferable metal matrix material. As a result, when the particle and the metal matrix material receive a high pressure extrude for forming a nuclear fuel element, the integrity of the fission-product array is not only held but a static pressure is balanced and spread over the whole surfaces of the fuel particles so as to lubricate the surface of each particle.
