<p>PROBLEM TO BE SOLVED: To suppress deterioration of picture quality in encoding picture data by inputting picture data having luminance and color component data, detecting its edge part, encoding luminance and color component data and controlling an encoding means so that the compressibility of luminance component data of the edge part becomes smaller than the compressibility of the other part. SOLUTION: A luminance signal encoder 402 encodes a luminance signal L by, e.g., a 4×4 pixel block unit to output a code signal L-code and an attribute signal E-code showing whether a pixel block is an edge part. A chroma signal encoder 403 encodes chroma signals (a), (b) by, e.g., 4×4 pixel block unit to output a code signal ab-code. These code signals are stored in a memory part 211 and read by an extension part 212. A luminance signal decoder 404 decodes the signal L from the inputted code signal L-code. A chroma signal encoder 405 decodes chroma signals (a), (b) from the inputted ab-code signal.</p> |
