PROBLEM TO BE SOLVED: To more reliably prevent access from an illegal terminal and to easily perform registration when a ratio terminal device is newly subscribed to a radio communications system. SOLUTION: A radio terminal device (D) 17 newly joining the radio communications system 1 sets and transmits a special number for registration request '8190' to the TR number of a calling side in the case of depending on a transceiver communication, and in the case of the public communication, the registration request cold is set in the field for setting a called subaddress and transmitted. Then, a radio terminal device (C) 3 receiving the registration request code starts registration mode communication, and registers a call number and a PS-ID transmitted from the radio terminal device (D) 17 in the registration mode communication.
