ENCODER AND ENCODING METHOD

PROBLEM TO BE SOLVED: To provide an encoder which can prevent overflow of a buffer and can realize encoding of VOP within the predetermined period even if the processing time required for the encoding each macro-block is not constant. SOLUTION: The maximum amount of code Tmax is set for every VOP, and an output of an encoding means and an output of a fixed code output means are switched to provide an output in order to prevent that amount of code Sc of VOP does not exceed the maximum amount of code Tmax.
