PROBLEM TO BE SOLVED: To provide an electric double-later capacitor, having a large electrostatic capacitance and having a small decrease rate of capacitance for change due to aging. SOLUTION: A pair of collector members 4, 4 that constitute a positive electrode and a negative electrode, a pair of polarizable electrodes 2a, 2b that are stacked on the respective surfaces of the collector members 4 to constitute the positive electrode and the negative electrode, and a separator 3 positioned between the polarizable electrodes 2a, 2b that constitute the positive electrode, and the negative electrode, are provided, where the polarizable electrodes 2 are mainly composed of a carbon material and the polarizable electrode 2a, that constitutes the positive electrode has a surface functional group of quinone group, to manufacture the electric double-layer capacitor 1.
