The arrester includes a characteristic member having two ends, and discharging electricity only when a voltage higher then a predetermined value is imposed between the ends. Th first end of the characteristic member is connected to the electrode, and a device is positioned entirely outside of the container for selectivley electrically connecting or disconnecting the second end of the characteristic member with a ground voltage located outside of the container. An insulation tube encloses the characteristic member and is filled with a gas. The tube is arranged so that the first end is inserted in the container and the second end projects in the atmosphere. The insulation fluid is sealed in the container outside the tube.
