PURPOSE:To decide an optimum transmission order with a far high probability with a simple device by providing an intermediate layer weight storage means, an intermediate layer output calculation means and an output layer output means. CONSTITUTION:The device is provided with an intermediate layer weight storage means 220, which stores respectively number of weight data corresponding to number of a binarized picture data of a block depending on kinds of a characteristic extracted from a picture data. Moreover, the device is provided with intermediate layer output calculation means 226, 228, 230 and 232 converting the picture data respectively the kind of the characteristic extracted from the picture data in response to the weight data and adding the result for each kind of the characteristic extracted from the picture data. Furthermore, the output layer output calculation means converting the output value into the kind of the transmission order to be selected in response to the output is provided. Thus, when the various intensities are referenced totally to apply discrimination, the optimum transmission order is discriminated, a very small hardware is enough and the concrete transmission order is adopted with a remarkable probability. |
