The present invention is a composite flooring felt for vinyl flooring containing a blend of latexes and an activator. Also included is a process for preparing the flooring felt composite. The process can additionally contain a wet strength resin and a flocculant. The activator is a poly(dimethyl diallyl ammonium chloride). This composite flooring felt has significantly improved properties over those which do not contain the activator.
