The apparatus safely winds tape reel of cassette tape by attracting and rotating winding device. The device includes: adapter of ceramic material elastically supported by spring (4) in case (3) of attracting device part (2) fixed with attracting tube (1), connecting with attracted rotating shaft (8) free rotated by bearings (9,10); the center of the shaft fixed brake supporting piece (12) controled by rotating wheel (11) and magnetic brake (13), simultaneously the lower of the shaft fixed rotating reel (18) with attracting CUP(13).
