PROBLEM TO BE SOLVED: To facilitate an access from the outside in a semiconductor integrated circuit in which a high integration memory and a plurality of arithmetic circuits are integrated on one chip. SOLUTION: This device is provided with a first serial access memory performing delivery and receipt of data with the memory cell array and a second serial access memory performing delivery and receipt of data with the plurality of arithmetic circuit 40 in addition to a memory cell array 10 holding data and a plurality of arithmetic circuit 40 performing receiving operation.
