PURPOSE:To detect motion only within a related region by providing a setting means for setting a detection region where motion is detected and an indication means for indicating the detection region. CONSTITUTION:When the indication of freeze is not given from a freeze indication means 48, a freeze control circuit 47 controls an image memory 41 and an animation image is displayed on a color monitor 16. When freeze indication is given, a threshold value circuit 46 is operated and a preset reference value is compared with the motion detection and operation output value in the region selected by an observer using a region selection switch 50. When the output value exceeds the reference value, the threshold value circuit 46 sends a writing prohibiting signal to a writing prohibiting gate 45. The writing control signal outputted to the image memory 41 from a memory R/W controller 44 through the writing prohobiting gate 45 becomes inactive by the writing prohibiting signal and, thereafter, the renewal of image data is not performed in the image memory 41 and the stationary image held to the memory 41 is repeatedly read to be displayed on the color monitor 16.
