PURPOSE: To obtain therapeutic medicine-containing particles capable of being administered into spaces between periodontal membranes to persistently release the therapeutic medicine and useful for reducing tooth diseases by adding and dispersing the therapeutic agent into a matrix containing a biocompatible and biodegradable polymer by a phase separation method. CONSTITUTION: The particles are obtained by dispersing a solid active ingredient (e.g. minocycline, doxycycline) ground into particles having a diameter of <=20μm in the solution of e.g. poly(glycide-co-di-lactide), adding a phase-inducing agent to the suspension to separate the polymer in the form of small solvent-polymer drops adhesive to a therapeutic agent, adding the mixture to a curing solvent to produce polymer-solid particles from which the polymerization solvent is extracted, recovering and drying the particles, and subsequently adding and dispersing a therapeutic agent to the matrix to form the microcapsules having a residual curing agent content of <=3wt.%. The diameter of the particles is preferably 0.1-1000μm, especially preferably 30-120μm.
