PURPOSE:To extract the part of a picture to have one desired picture characteristic and to synthesize the other picture with simple constitution by providing a setting means to set the picture characteristic, discriminating means and video picture synthesizing means. CONSTITUTION:First and second input means 1 and 6 are provided to input a video picture and setting means 10 and 11 are provided to set the desired picture characteristic at least. Then, discriminating means 14 and 15 are pro vided to discriminate whether there is an area corresponding to the picture characteristic set by the setting means 10 and 11 in the respective video pictures inputted by the second input means 1 or not. Synthesizing means 16 and 17 are provided to couple and output the video pictures inputted by the first and second input means 1 and 6 based on the discrimination results of the discrimi nating means 14 and 15. Thus, one partial picture to have the desired picture characteristic can be segmented and synthesized to the other picture by the simple constitution and further, the desired picture characteristic can be arbitrar ily set. |
