The controller connected with heat recovery and storage means, level control means mounted on an outer washing tank, gives soft water level controlling or water flow controlling, increases energy efficiency and drying efficiency through heat exchanging in washing, rinsing, drying process. The machine includes level controlling means (B), level controller (5) connected with water supply valve (7), solenoid valve (9); heat recovery and storage means (A), cold water chamber (4) exchanging heat with hot water of washing tank (2) in washing or rinsing; condensing steam in drying.
