PROBLEM TO BE SOLVED: To provide a fixing device with which satisfactory image formation can be realized, and an image forming apparatus. SOLUTION: The fixing device includes a heating roller 2 of a cylindrical member having a center axis, a pressure roller 3 providing the heating roller 2 with pressure, and a temperature detecting element 6 for detecting the temperature of the heating roller 2, and uses induction heating performing induction heating of the outer peripheral surface of the heating roller 2 based on the temperature information detected from the temperature detecting element 6. The temperature detecting element 6 is arranged in a perpendicularly downward direction with respect to the center axis of the heating roller 2 and in the perpendicularly downward area from the outer peripheral face of the heating member and is provided in a position where the element is hardly affected by the thermal convection from the heating roller 2.
