A method and an apparatus for manufacturing a panel are provided to bond two substrates to each other to form a substrate assembly having a cell space and decompress the cell space through an opening formed at the substrate assembly to uniformly press the substrates. A first sealant(4) is coated on one of a pair of substrates, and a second sealant(11) surrounding the first sealant is coated. The pair of substrates are arranged opposite to each other and bonded to each other having a cell space formed between them. The inner space of the second sealant including the cell gap is decompressed through an opening(12) formed inside the second sealant. A cell space formed by the first sealant is left and the second sealant is removed.
