The apparatus consists of first driving mechanism driven by motor (1) , second driving mechanism for moving or rotating around shaft center by first driving mechanism, provied with side reel frame (4) rotating by second driving mechanism, provided with a side reel frame and winding-side reel frame (5). The first driving mechanism includes rotating shaft (2) supported by radial bearing (7a); the first flat gear (1a) driven by motor, meshed with rotation shaft (2); the first screw gear (26) fixed at the first rotation shaft (2).
