<p>PURPOSE:To normalize in response to a picture, to eliminate the need for a divider an to simplify the device by multiplying a reciprocal of a normalized coefficient in the normalization after orthogonal conversion so as to apply normalization thereby. CONSTITUTION:A reciprocal 1/alpha of normalized coefficient alpha is obtained and the reciprocal 1/alpha is multiplied with a reciprocal T<-1> of a present weighting table T to obtain 1/alphaT. Thus, a normalizing section 16 multiplies the value 1/alphaT with the conversion coefficient to attain the normalization similarly to the case with the division by the value alphaT. Since the normalizing coefficient alphais set in response to the picture, the normalizing by the normalizing coefficient in response to the frequency component of the entire picture is attained. Since the normalizing is applied by multiplying the value 1/alphaT with the conversion coefficient, it is not required to use a divider in the normalization difference from the division by alphaT. Thus, the device is formed with simple constitution.</p> |
